Mine Countermeasures in the Strait of Hormuz

Naval mines remain among the most persistent challenges in maritime security. They are relatively inexpensive, can be deployed from many different platforms and can be difficult to detect once in the water. The effect of a mine can be far greater than its cost.

The NATO Naval Mine Warfare Centre of Excellence describes mines as “one of the most cost-effective weapons in the naval arsenal” and notes that they are “small, easy to conceal, cheap to acquire, require virtually no maintenance, and can be easily and simply laid from almost any type of platform.”

The challenge is not only the mine itself but also the uncertainty that mines create.

A suspected mine threat is first and foremost a threat to life. But it can also delay military movement, alter commercial routing, raise insurance and operating costs and create broader political pressure. The National Academies’ study Oceanography and Mine Warfare notes that “emplaced mines are also difficult to counter and neutralize, especially in the presence of hostile forces.”

Mine countermeasures therefore sit at the intersection of fleet protection, freedom of navigation, crisis response and economic security. The task is clear, but not simple: detect, classify, identify and neutralize underwater hazards while reducing exposure to personnel and maintaining operational pace.

The Strait of Hormuz illustrates why this matters.

The waterway connects the Persian Gulf with the Gulf of Oman, and the U.S. Energy Information Administration identifies it as “one of the world’s most important oil chokepoints.” In 2024, roughly 20 million barrels per day of oil passed through the strait, representing about 20% of global petroleum liquids consumption. The route also carries a significant share of global liquefied natural gas trade.

In these kinds of environments, mines can be used tactically but have strategic effects. A credible mine threat can influence where ships operate, restrict available sea room, complicate escort and routing decisions, and slow the return to normal commercial traffic.

That is why mine countermeasure systems need to work under realistic mission conditions. They need to help teams build confidence quickly, reduce uncertainty and support timely decisions.

Klein Marine Systems, based in Massachusetts, brought more than 50 years of side scan sonar experience to the Group when it joined in 2023. Klein’s System 5900 is designed for high-speed mine countermeasure and surveillance missions. It is an ultra-high-resolution towed side-scan sonar system with integrated gap-filler sonar and co-registered bathymetry. The system supports the detection, location, identification and classification of underwater objects, including mines.

For MCM operations, the pace of wide-area survey is critical. Commanders need sufficient coverage to build confidence in the operating area, but they also need the resolution and data quality required to make sound decisions. The value of a towed sonar system is therefore not only in the image it produces, but also in how quickly that image can be turned into useful operational understanding.

High-resolution seabed imaging, gap-filler coverage, bathymetric context and assisted target recognition can all help make the search and classification process more efficient, while keeping the human decision-maker in control.

When the mission shifts from search and classification toward inspection and intervention, remotely operated and hybrid underwater platforms help reduce the need to place personnel in the hazard area.

Strategic Robotic Systems’ FUSION is a hybrid AUV/ROV designed for rapid deployment and flexible underwater operations. It can operate in multiple modes, including tethered ROV and autonomous mission profiles, allowing teams to configure the vehicle for the task rather than relying on a single operating method.

FUSION integrates a sensor stack for MCM and related missions. Depending on configuration, this can include forward-looking sonar for navigation and target detection, side-scan sonar for seafloor imaging, 4K video for visual inspection, USBL positioning, and onboard data logging. This provides operators with a clearer record of what was found, where it was found, and what action should be taken.

When equipped with the Titan Disruptor or a similar approved intervention system, FUSION provides rapid intervention to neutralize mines and other marine UXO targets. The system also supports post-mission analysis by logging time-stamped data from scanning sonar, side-scan sonar, video and positioning systems. Its increased payload capacity enables more complex MCM missions, including inspection, intervention and mine neutralisation workflows. Other complementary auxiliary sub-systems include metal detectors, self-correcting magnetometers, metal thickness gauges, and paired lasers, among other things.

Modern mine countermeasures are increasingly shaped by the need to keep personnel away from the most dangerous parts of the mission. Moving tasks from a human diver to an ROV can significantly reduce risk during complex underwater disposal operations. Remote and standoff operations can also help keep the command team farther from potential blast zones.

Mine countermeasures require training, intelligence, command judgment, environmental understanding and specialist technology. When assessing future MCM investments, the central question is mission readiness.

Systems must be deployable, supportable and useful under pressure. They must improve the speed and confidence of decision-making without increasing risk to personnel.

In strategically sensitive waterways such as the Strait of Hormuz, the consequences of delay extend far beyond the immediate operating area. Effective mine countermeasure capability is not a niche requirement. It is a core enabler of naval access, maritime security and the continued movement of global trade.
